海棠山位於阜新市蒙古族自治縣境內，是東北三大名山之一醫巫閭山的餘脈。

海棠山的山門整體造型是一個“佛“字。海棠山是蒙古語“亥臺兀勒”的音譯。“亥臺”蒙古語譯為“牆垛”，“兀勒”意為“山”。亥台山用蒙古語音譯為“海棠山”。有人從山的名字上誤認為山上必有海棠，實際上山上一朵海棠花都沒有。
這是普安寺，俗稱‘大喇嘛洞，是阜新地區僅次於瑞應寺的第二大寺廟，始建於1683年，至建國前夕，歷經270餘年，有6代5位活佛相傳。由於清王朝倡導黃教，蒙古王公積極支援，所以普安寺不斷擴建，歷時百餘年，終於形成了具有完整體系的藏傳佛教寺廟建築群。寺院建築依山勢佈局，寺內雕鑄塑畫及眾多佛像千姿百態，栩栩如生。煙火鼎盛時期，喇嘛多達1600多名。普安寺的主體建築是大雄寶殿，大殿正中門上掛著道光皇帝御筆欽賜的“普安寺”匾額，兩側有壁畫四大天王像。重新復建的大雄寶殿建築面積達968平方米，建築風貌非常巨集偉壯觀，整個大雄寶殿用黃金6公斤，寶石1200塊，是目前東北地區修復建設的最大一座藏傳佛教廟宇。殿內的這座高9.9米的大白傘蓋佛母像是全國最大的室內雕塑佛造像之一。他們集中展示了普安寺民族宗教文化的動人風采。這座佛寺對祖國的宗教文化和民族文化的發展做出了一定的貢獻。

大家看這個龍盤石。傳說海棠山地區遠古時期是一片汪洋大海。地殼幾經變遷抬升，使海水退走。龍王的一個兒子留戀這裡的美麗風光不願隨父遷走，便化小身形藏在一塊巨巖縫裡。玉皇大帝直到這件事以後，便將龍子點化為這塊藏頭縮尾的龍盤石。
我們現在看到的這尊巨大的摩崖造像是釋迦牟尼像。它高4米，坐在巨大的蓮花寶座上，其姿態安詳，雕工精美，堪稱一絕。
