Steps of an English debate

Rules
The rules of asking part
The speach of each debater should includes answer part and ask part. The answer should be clear and easy and the question also should be clear.( only one question each time)
The rules of free debate
1. Free debate should be around two teams.A debater in pros speaks first then a debater in cons speaks. Two teams take turns, until the time is up.
2. The time that each team takes should be calculated the total time. When one team end the speaking, we begin to record the time of the other team.
3. In the total time. It doesn't matter that how long and how many times a debater speak.
4. If one of the teams uses out the time, the other team can give up speaking or keep on taking turns until the time is up. Giving up speaking cannot influence the score.
During the debate, debaters cannot read the imformation that is prepared before. But they can show the summary of any newspaper or book.
During the debate, debaters cannot leave sets. They also cannot stop the speaking of the other side debater or their side debater.
英文辯論賽流程介紹
每組選手有2人組成，每場辯論正方稱為“政府”，反方稱為“野黨”，每位辯手依次單獨發言，對所給出的辨題進行辯論。在每位代表的7分鐘發言過程中，還需要接受至少兩次由反方提出的質詢。與傳統的辯論形式注重辯論中的團隊精神不同，英國議會制的辯論更側重測試辯論賽中的每個辯論者的.個人水平。

一、由辯論會主席承擔

二、辯論過程
1、辯方陳詞立論階段：
(1)正、反方一辯發言
先由正反雙方主辯發出陳述本方主要觀點貼。必須在指定的時間內完成。
(2)正、反方二辯發言
正方二辯、反方二辯以簡潔文字重點從理論上論證己方觀點;
(3)正、反方三辯發言
由正方三辯、反方三辯分別以簡潔文字進行實證分析，為本方觀點提供論據支援。
2、自由辯論階段
由正方首先發言，然後反方發言，正反方依次輪流發言。
(在相對集中的時間內進行)
3、總結階段
由雙方四辯進行最後陳述，總結已方觀點，反駁對方主觀點，
(1)反方四辯總結陳詞
(2)正方四辯總結陳詞
5、觀眾提問：觀眾對雙方隊員進行提問，隊員必須給予耐心解答。提問階段雙方的表現不記入比賽成績。
6、評委評分階段
7、由評委對雙方觀點及辯論過程進行點評。
8、結果宣佈
三、辯論規則
1、每位隊員必須在規定的時間內完成，超過時間按照棄權處理，並從所在團隊總分中減掉5分。
2、自由辯論規則
自由辯論發言必須在兩隊之間交替進行，首先由正方一名隊員發言，然後由反方一名隊員發言，雙方輪流，直到時間用完為止。
(每一場的自由辯論在集中的兩個小時內完成，每場的具體時間另定，每貼的文字在60--800字之間，每次只能提一個問題。)
四、評判標準
(一) 將聘請五位評委對本次比賽進行全程評議。
(二) 評分標準
1、論點明晰，論據充足，引證恰當，分析透徹。
2、迅速抓住對方觀點及失誤，駁論精到，切中要害。
3、反映敏捷，應對能力強。
4、表達清晰、層次清楚，邏輯嚴密。
(三)評分辦法(團體和個人分別記分，滿分均為100分)
(1)審題：對所持立場能否從邏輯、理論、事實等多層次、多角度理解，論據是否充足，推理關係是否明晰，對本方的難點是否具有有效的處理方法。
(2)論證：論證是否有說服力，論據是否充分，推理過程是否合乎邏輯，事實引用是否得當、真實。
(3)辯駁：提問能否抓住對方要害，問題簡單明瞭。在規定時間內沒有提出問題或提問不清，應適當扣分。是否正面回答對方的問題，能否給人以有理有據的感覺。不回答或不正面回答應相應扣分。
(4)配合：是否有團隊精神，是否相互支援，論辯銜接是否緊密。問答是否形成一個有機整體，給對方一個有力打擊。
(5)辯風：所用語言和辯論風格講究文明禮貌。不得對對方辯友和網友進行人身攻擊。
(四)扣分：凡審題、論證、辯駁、配合、辯風專案中，不符合評判要求和違反規則的，均酌情扣分。由於參賽隊自身原因造成的突發事件影響比賽的，由評判團決定，在其累計總分中扣5-10%。
