完善信保機制解決中小企業籌資難題
摘 要:1998年以來，國家為了進1步擴大內需，刺激經濟的增長，使中小企業得到了迅速發展，然而在這個發展的過程中，始終面臨著信用不足的問題，這就導致了中小企業籌資相當難，使得很多中小企業在發展的關鍵時刻離開了市場。中小企業在保證經濟適度增長，緩解就業壓力，服務群眾等方面發揮著非常重要的作用，因此解決這個難題也就成了當務之急。本文首先介紹我國中小企業的現狀和存在的'問題，從而引出中小企業籌資難的現實；然後借鑑國外解決中小企業籌資難的問題所採取的措施提出中小企業信用擔保在解決這個問題上可以發揮巨大作用；最後針對我國現行中小企業擔保機構存在的問題講述如何完善中小企業信用擔保制度，從而更好的解決中小企業籌資的難題。

Perfect Credit Guarantee System Slove the Diffiuct Finance Problem of Mid- and Small-Scale Enterprise
Abstract: Since 1998, government in order to further expands needs, stimulates the economical growth, mid- and small-scale enterprise get rapid development. In this development process, enterprise is facing the question which the credit is insufficient throughout, this caused mid-and small-scale enterprise to finance quite difficultly, caused very many mid- and small-scale enterprise to leave the market in the development critical moment. However mid- and small-scale enterprise in the guarantee economy moderate growth, alleviates the employment pressure, aspect and so on service populace is playing the count for much role, therefore solves this difficult problem also to become the urgent matter. This article first introduces mid- and small-scale enterprise’s present situation and the existence question in our country, thus draws out mid- and small-scale enterprise to finance the difficult reality; Then in view of overseas solution this question’s measure, proposed mid- and small-scale enterprise the credit guarantee may play the huge role; Finally aims at the question of mid- and small-scale enterprise to guarantee the organization, narrates how to consummates mid- and small-scale enterprise the credit guarantee system, for solving mid- and small-scale enterprise finances difficult problem better.
